County Codes Applicable to Sky Valley
Here are links you can follow to learn more about the County codes that help make Sky Valley a wonderful place to live.
- Frequently-Asked Questions: A quick reference for simple questions like "How many dogs/horses/chickens are allowed in what zones?"
- Zoning: Sky Valley is predominantly zoned R-1 and R-A, both of which mean one single-family dwelling. Follow this link and search for “R-1 Zone” or “R-A Zone”. This ordinance covers things like crops, livestock, pets, mobile homes, building heights, yard sizes, businesses, and more.
- Second Buildings: Learn how to add accessory buildings, guest quarters, second units, etc. Search for section "18.18"
- Dogs and Cats: Learn how to get your pets spayed or neutered, how and where to get licenses, and what to do about nuisance or semi-feral dogs and cats.
- Off-Road Vehicles: – learn where OHV use is allowed, and what to do about nuisance OHV riders.
- Regulating Light Pollution: Learn about our dark-skies regulations, and what to do if you have too much light around you.
- Abandoned Vehicles: Learn about abandoned, wrecked, or inoperative autos.
- Regulating Noise: Learn about nuisance noise regulations.
- Sky Valley Community Center (20905 Hot Springs Road, Sky Valley, CA 9224176-1002, 760-329-7615, 253-369-7615 – Fax, info@skyvalleycommunity.center): The Center's mission is "To maintain, preserve, and operate the Sky Valley Community Center building and grounds for the benefit of the public and the nonprofit organizations that serve the citizens of the Sky Valley Community." The Community Center is a California Nonprofit Public-Benefit Corporation, funded entirely through grants and the donations of citizens.
- Sky Valley Community Council (svcommunitycouncil@gmail.com): The Council was formed in 1993 under then Supervisor Corky Larson. It now consists of five members appointed by current Supervisor John Benoit and the County Board of Supervisors. The Community Council responds to Sky Valley issues involving County government. The public is encouraged to attend the council meetings, second Tuesdays, January, March, June, September, and November at 6 PM at the Community Center, and voice opinions and concerns regarding Sky Valley.
- As of September, 2012, the Community Council has absorbed the duties of the County Service Area (CSA) 104 Advisory Committee, which maintains oversight of our roads and recommends work to be done. Our County liaison for road maintenance is now the Economic Development Agency (EDA) in Riverside. See the current status of streets in Sky Valley HERE.
- Citizens should direct requests for road maintenance to one of two places:
- Washboard correction is routine maintenance, so bring your request to a Community Council meeting.
- Potholes, storm washouts, and emergency repairs are priority work, so direct requests directly to the County at 800-984-1000. Ask for CSA Road Maintenance.
- Sky Valley Hiking Club has been exploring the hills and canyons around Sky Valley and the Low Desert since May of 2008. They typically hike on Saturdays, or when things work out, on full-moon nights. They have wonderful photos from many of the hikes.
- Sky Valley Citizens on Patrol (COP), a sub-committee of the Community Council, is the eyes and ears for the Sheriff's Department. Since COP began protective patrols in 1995, volunteers cleared by the Sheriff's department take turns patrolling in the vehicle provided by Riverside County. Money for car phone and incidental expenses comes from donations by COP volunteers, citizens,and Sky Valley organizations. Contact the committee through the Sherrif's Sgt. Dan Devinny at 760-836-1742.
- The Dark Skies Subcommittee of the Community Council has a mailer that should go to every new resident of Sky Valley, or to anyone who seems to be an egregious light polluter. Send your request for a mailing to Committee member Elin Holmberg (elin1215@gmail.com). Be sure to include the address to which the mailer should be sent.
